Day Care Inspections: KinderCare Learning Center at Braemar

The Virginia Department of Social Services conducted a monitoring inspection of the licensed child day care center KinderCare Learning Center, located at 12871 Braemar Village Plaza in Bristow April 8. The agency cited the facility with five violations.

This facility was also inspected Dec. 10.

Virginia Department of Social Services Comments:

A monitoring inspection was conducted today with the Director. Ninety seven children were present with 16 staff providing direct supervision during the initial walkthrough. Many of the children were eating breakfast which consisted of cereal, pears and milk. The Licensing Inspector was able to observe center/discovery time after breakfast as well as outside play. Several children had medications on site. Fire Inspection: 1/13 Health Inspection: 11/19/12 The risk assessed for the violations were reviewed with the Director. Arrival time: 8:45 a.m. Departure time: 11:50 a.m.

Standard #: 22VAC40-185-150-A

Description: Based on a review of five children's files, it was determined that one child's immunizations (dated 3/15/12) did not have the signed statement by the physician certifying that this child is adequately and age appropriately immunized as required by this standard.

Action to be Taken: I will notify the parent today and plan to get the statement signed by the end of next week.

Standard #: 22VAC40-185-60-A

Description: Based on a review of five children's files, it was determined that one child did not have the addresses to either of the two emergency contacts. Evidence: Child A's (enrolled on 4/4/13) file did not identify the addressed for either emergency contact.

Action to be Taken: I will get from parent today.

Standard #: 22VAC40-185-80-A

Description: Based on an inspection of the attendance log and an interview with staff in the "Fives" classroom, the center failed to maintain up-to-date attendance. Evidence: Staff did not know the name of child A who was present in the classroom, child A was not documented on the attendance log. Staff reported that when she asked child A his name she could not understand him. Another child in the classroom approached the teacher and this Licensing Inspector and told us child A's first name.

Action to be Taken: I will make sure staff get their rosters first thing in the morning.

Standard #: 22VAC40-185-280-B

Description: Based on observation in the kitchen, it was determined that hazardous substances was stored unlocked. Evidence: Upon entering the unlocked and unoccupied kitchen, the Licensing Inspector observed a large container of Germidical cleaning agent in the sink.

Action to be Taken: I will talk with the staff about this today. Locked during inspection.

Standard #: 22VAC40-185-500-A

Description: Based on observation in the Preschool I and the Preschool 2 classrooms, the Licensing Inspector observed two children not washing their hands after eating their morning breakfast.

Action to be Taken:  We will go over handwashing with staff.

The Virginia Department of Social Services inspects all licensed child welfare agencies at least twice a year, with at least one unannounced inspection each year.

“In order to determine continued compliance with standards during the effective dates of the license, the department’s licensing representative will make announced and unannounced inspections of the facility or agency during the hours of its operation,” the agency states on their website. “The licensee is responsible for correcting any areas of noncompliance found during renewal or monitoring inspections.”

VDSS cautions that a compliance history is in no way a rating for a facility and online compliance reports do not include consideration that some information regarding “adverse actions” may be the subject of pending appeals.

According to the agency, “Through the administration of the licensing program, the Department of Social Services assumes responsibility to ensure that licensed facilities and agencies provide children and adults with at least a minimum level of care in accordance with regulations prescribed by the State Board of Social Services and Child Day-Care Council.”
