DAY CARE INSPECTIONS: Rainbow Station Cited Again by DSS

The Virginia Department of Social Services has returned to inspect the Rainbow Station At Haymarket in Gainesville. The agency noted violations in record keeping, securing hazardous substances and the cleanliness of their facilities.

The day care center, located in 6800 Piedmont Center Plaza, was previously investigated Aug. 26 on a complaint for child mishandling.

Virginia Department of Social Services Comments:

117 Children were in care during the inspection. The age range of the children was from five months to five years. The school age children arrived later in the afternoon. Sample of medication was complete. All younger rooms were resting. The playground was not inspected due to rain. Inspection time 1:20-4:30.

Standard #: 22VAC40-185-60-A

Description: Based on review of five children's files not all files contained all required information. Evidence: Child A with a start date of 9/6/11 did not have documentation of proof of ID.

Action to be Taken: We will ask the parents for the missing information.

Standard #: 22VAC40-185-280-B

Description: Based on observation of the class rooms not all hazardous substances were kept in locked area. 1. In the art gallery there was Airbourne tablets stored in an unlocked drawer. 2. In the Toy shop room there was a can of spray snow stored on a shelf accessible to the children. There was a Keep out of reach warning on the can.

Action to be Taken: Corrected during the inspection. We will retrain staff on keeping all hazardous substances in a locked area.

Standard #: 22VAC40-185-500-B

Description:  Description: Based observation of a diaper change the pad was not cleaned . Evidence The staff did not clean the diaper pad with soap and water before sanitizing the pad..

Action to be Taken: I will remind the staff on diaper procedures.

The Virginia Department of Social Services inspects all licensed child welfare agencies at least twice a year, with at least one unannounced inspection each year.

“In order to determine continued compliance with standards during the effective dates of the license, the department’s licensing representative will make announced and unannounced inspections of the facility or agency during the hours of its operation,” the agency states on their website. “The licensee is responsible for correcting any areas of noncompliance found during renewal or monitoring inspections.”

VDSS cautions that a compliance history is in no way a rating for a facility and online compliance reports do not include consideration that some information regarding “adverse actions” may be the subject of pending appeals.

According to the agency, “Through the administration of the licensing program, the Department of Social Services assumes responsibility to ensure that licensed facilities and agencies provide children and adults with at least a minimum level of care in accordance with regulations prescribed by the State Board of Social Services and Child Day-Care Council.”
