According to police, Santiago made arrangements to meet the suspects in the 7900 block of Blue Gray Circle in Manassas to conduct a narcotics transaction.
"During the encounter, one of the suspects, identified as a juvenile, attempted to rob the victim; at that point, another suspect fired towards the victim, striking the juvenile suspect in the hand, " police spokesperson Officer Nathan Probus said. "When the victim attempted to flee on foot, he was shot."
In the course of the investigation, officers located the victim who was later pronounced dead as a result of his injuries.
The injured 16-year-old suspect was first located over a mile away and transferred to a local hospital where he was charged; police also located and arrested suspect Carlos Fernando Lazo-Rivera, 19, without further incident.
Both individuals are charged with murder, use of a firearm in commission of a felony and attempted robbery.
The investigation continues and police are searching the Manassas area for the third suspect, Alexander Esau Flores-Aguila, estimated to be 21-years-old, whom they consider to be armed and dangerous.
He is wanted on charges of murder, use of a firearm in commission of a felony and attempted robbery.
Police described Flores-Aguilar as a Hispanic male, 6 feet tall, 150lbs with black hair and brown eyes; he also goes by the aliases Charlie Flores, Carlos Flores and Miguel Sanchez.
Police said this incident marked the county's fourth murder of 2016; however, this number could change based upon a potential reclassification of the case.
The court date of the two apprehended suspects is pending; the juvenile is being held at a juvenile detention facility.
