DAY CARE INSPECTIONS: Winwood Children's Center Cited for Failure to Conduct Drills

The Virginia Department of Social Services inspected Winwood Children's Center IV in Gainesville May 12. The agency noted violations in the planning of escape drills and reporting of injuries.

The day care center, located at 7830 Old Linton Hall Road, was previously cited May 30, 2013, for not conducting all required drills.

Virginia Department of Social Services Comments:

An unannounced monitoring visit was conducted today between the hours of 10:30 a.m.-12:15 p.m. There were 49 children and 8 staff in attendance. Children were observed in free play, outside play, and lunch preparation. All classrooms observed were in ratio compliance. Please call if you have any questions.

Violations

Standard #: 22VAC40-185-550-D

Description: Based on a review of emergency escape drill log and interview with administrative staff, it was determined that the drills had not been documented for each month. Evidence: There was no emergency escape drill documented for April and there had been no shelter in place drills done since April 2013.

Action to be Taken: Emergency escape drill will be done for this month, tomorrow and the shelter in place drill will be done by the end of the month. The Director will put the planned date in her calendar.

Standard #: 22VAC40-185-550-M

Description: Based on a review of injury reports, it was determined that not all forms had complete information. Evidence: Of the 12 injury reports that were reviewed, 10 of them did not have complete information. They were missing date and time and how parents were notified and actions to take to prevent recurrence. The Corporate form that is being used is a new one.

Action to be Taken: The director will retrain staff in completing the forms correctly.

The Virginia Department of Social Services inspects all licensed child-welfare agencies at least twice a year, with at least one unannounced inspection each year.

“In order to determine continued compliance with standards during the effective dates of the license, the department’s licensing representative will make announced and unannounced inspections of the facility or agency during the hours of its operation,” the agency states on their website. “The licensee is responsible for correcting any areas of noncompliance found during renewal or monitoring inspections.”

VDSS cautions that a compliance history is in no way a rating for a facility and online compliance reports do not include consideration that some information regarding “adverse actions” may be the subject of pending appeals.

According to the agency, “through the administration of the licensing program, the Department of Social Services assumes responsibility to ensure that licensed facilities and agencies provide children and adults with at least a minimum level of care in accordance with regulations prescribed by the State Board of Social Services and Child Day-Care Council.”
