Developer submits new vision for Manassas Mall area

More than 1,000 dwelling units planned for the property

A Florida-based developer is proposing about 1,000 rental units on three parcels adjacent to Manassas Mall to transform it into a mixed-use urban neighborhood.

The area along the Sudley Road corridor, which has higher crime and poverty rates than the rest of western Prince William County, has long been on the county’s priority list for redevelopment.

Representatives with Miami-based developer Lionheart Capital met privately with members of the Board of County Supervisors on Tuesday to outline their proposal for about 1,000 rental units on three parcels next to the mall at 8614 Rixlew Lane, 8670 Rixlew Lane and 8501 Ashton Ave.

“They want to start building with mixed-use, multi-story construction to create a completely different style of housing that we really don’t have in western Prince William,” said Republican Brentsville District Supervisor Tom Gordy, who’s backing the plan he described as “very ambitious.” The area is in his district.

“We really need to be able to create a lift in the Sudley corridor that can help produce jobs and opportunities for people who live in the corridor, but at the same time offer us a place for entertainment,” he said.

The proposal would leave in place the existing mall structure, including the Walmart, Macy’s and At Home stores, but make use of the parking lot space for additional development and events like farmer’s markets. Space for a hotel and restaurants is also being considered, Gordy said. 

Prince William officials have been in conversation with the developer about redevelopment plans in the area for years, according to Gordy.

“I’m excited to see plans to redevelop that area and committed to working closely with Supervisor Gordy to revitalize that area,” board Chair Deshundra Jefferson, a Democrat, said in a text message.

A copy of the developer’s application was not immediately available for review as it makes its way through quality assurance in the planning office before going public, according to Gordy. The developer, through its Manassas-based attorney Michael Vanderpool (who also holds an undeveloped adjacent parcel at 8798 Rixlew Lane as a trustee for a client, according to county documents), declined to comment. 

All three parcels in question are currently owned by Manassas Real Estate Ventures LLC, a company listed with an incorporation address in Fort Lauderdale, Fla.
